Written Notification and Written Declaration — a requirement since 2014.
Under Regulation 4 of the Environmental Quality (Industrial Effluent) Regulations 2009, and Regulations 5 & 7 of the Environmental Quality (Clean Air) Regulations 2014, any new equipment, machinery, or system — or any modification to an existing one — requires formal notification to DOE. This isn't optional; it's a legal obligation.
Along with the Written Notification form, supporting documents must be submitted — including the application letter, letter of undertaking, engineering drawings (key plan, site plan, and elevation plan), technical specifications, and process workflow — at least 30 days before construction begins.
Following submission, a DOE officer may conduct a site visit to verify the application before issuing the notification acknowledgment letter.
Once construction is complete, a Written Declaration must be submitted within 30 days, accompanied by as-built drawings. From that point, it becomes the premise owner's responsibility to carry out ongoing pollutant monitoring — such as stack emission monitoring or industrial effluent monitoring.
