“The storm, Debby, was about 100 miles west of Tampa and about 90 miles southwest of Cedar Key at 8 p.m. EDT Sunday, the National Hurricane Center said in an advisory. It was tracking north-northwest at 12 miles per hour with maximum sustained winds of 70 mph — a jump from 50 mph reported earlier in the morning by the hurricane center — and higher gusts. Maximum sustained winds would need to reach at least 74 mph in order for the storm to be considered a hurricane.”
