Flickering lights brought me to this one. Had Dominion come out out and bypass meter for a few days. Dominion was on point along with the city inspector so power was restored within a few hours.

New January NEC code for all panels to have disconnecting/shut-off means outside has been a tough on this one. Needed clearance of 3' from window as well. 3 wire to a 4 wire system.
