Your building probably has insulation. That is not the same as your building being insulated.
It settles. It sags. Anything reachable gets moved and never put back. None of it happens fast enough for anyone to notice.
So "the building has insulation" is a statement about whenever it went in. The useful question is what is up there now, at what depth, in what condition.
If nobody has looked in years, nobody knows, including us, until we go up.
