This is what is known as a “Reduced Pressure Vacuum Breaker” or RPZ for short. When backpressure or back siphonage occurs, causing water to flow backward into the potable water. In layman’s terms, it uses pressurized water to prevent contaminated water from entering your drinkable water supply. This device is required and registered with the your city. It requires backflow testing each year to ensure that it maintains constant pressure and can only be tested and repaired by a licensed professional. Since this pipe is above ground it can rupture during freezing events if not properly maintained. Repairing this system can be more costly than preventative measures.
