Roofing License In Texas?
HB3344 is currently being pushed and here are some thoughts and concerns as a roofing contractor myself!
In the definitions of the bill it list:
(6) “Roofing Contractor” means a person who performs roofing services for compensation.
(7) “Roofing products” means any material commonly used in the construction, installation, or replacement of a commercial or residential roof.
(8) “Roofing services” means the installation, construction, maintenance, repair, alteration,or modification of a roofing product for a commercial or residential roof.
Exemptions in the bill:
(5) a person who performs roofing services for the new construction of a commercial or residential structure.
This one is very concerning to me!
•Does this mean I could switch my business model to only focus on commercial new construction and not have to worry about having a license?
•New construction commercial and residential roofing is where we find some of the most sloppy work.
•Having this in the bill (IMO) leaves a gray area that is open for interpretation and loopholes. •General contractors, how would you feel if the state required license for roofers, but not your new construction commercial projects?
Advisory Board for this bill would be made up of 5 members, one being a general contractor who is not a roofing contractor!
This is concerning to me!
•What are the guidelines and stipulations of being a GC im Texas?
•Certain amount of education?
•Years of experience in general construction? •There are no license requirements for GCs here in Texas! So how do we know this GC board member is suitable to serve and advise without just being a “good ol boy” buddy that just happens to be a GC for the last year?
The Rules of the bill to me are left vague and can leave room for bias interpretations.
One being
•(5) prohibiting false, misleading, or deceptive advertising practices by license holders?
•This, IMO, isn’t clearly defined and left up for interpretation.
License Requirements:
(A) a person may not act as or offer to act as a roofing contractor unless the person holds a license issued under this chapter.
•This brings me back to new construction commerical & residential structures. Does this mean I would get in trouble as a roofing contractor who only offered services to new construction projects and I am not licensed with the state? How often would I get turned into the state for operating without a license, when legally I dont have to have one?
•Why would we only require licensing for certain roofing contractors and not all?
•How do we define the difference visually to the general population that these guys are required to have a license but these guys are not required?
(C) a license under this chapter is not transferable or assignable!
•In Section 3 (3) for the issuance of license the person must have 10 years of experience performing roofing services.
•Currently I have 20 years of experience in the roofing industry, our business, who is majority owned by my wife and is a serves as a mjor role in the companies day to day operations, has been going on 5 years.
•Say this bill was in place and I myself got the license in 2025. Let’s say I die in 2026 when our company is 6 years into business and Erin only has 6 years of experience running a business.
•Does that mean she has to cease operations? Does she then have to make a huge financial decision to be forced to bring on a partner that can get the license?
•What if my children decide to go to college and then after decide to get into the family business and I die a year later? Does that mean they can’t take over the family business because they don’t have the minimum 10 years of experience to get the license and again forced to cease operations or make a hige financial decision to hire someone who can?
The license is only valid for one year, and unless I missed it, I did not see any requirements for renewal of the license?
My honest opinion:
I fully support licensing ALL roofing contractors in Texas. But this bill, the way it’s written, isn’t it.
It leaves out too many people, creates unnecessary loopholes, and feels full of bias and ambiguity instead of fairness and protection for consumers and contractors alike.
I’m open to hearing other viewpoints and having respectful discussion about it — not here to be chastised thiugh!

Picture for attention of a NEW CONSTRUCTION COMMERCIAL roof project that was completely botched by a “roofing contractors”
Edit: for the new construction aspect of this bill, if the new commercial roof is complete and is just a “white box” shell building, does that mean when tenant comes to finish it out and add penetrations to the roof or hvac systems, the contractor making these alterations to a finished roof have to be a different licenzed contractor because the original installer was not licensed? What does that do to the warranty then?
