Gulf Coast homeowners: 3 roof and insurance changes worth knowing in 2026
1. New windstorm code. Since April 1, 2026, roof replacements in TWIA's coverage area have to meet the 2024 building code and pass a state windstorm inspection. That area includes all of Galveston County (League City, Kemah, Dickinson and the Galveston County side of Friendswood) and the parts of Harris County east of Hwy 146. The inspection gets your home a certificate called a WPI-8. Without that certificate, you can lose TWIA windstorm eligibility or pay a surcharge.
2. Older roofs can get paid less. As roofs age, many policies quietly switch roof coverage to "actual cash value." That means depreciation comes off any payout. On a 20-year-old roof, the Texas Department of Insurance's own example shows the policy paying $0 after the deductible.
3. Age alone can't get you dropped. As of September 2026, the Texas Department of Insurance says insurers can't deny or non-renew you just because your roof is old. They can still act on your roof's condition.
What to do:
- Pull your declarations page and look for "actual cash value" or a roof payment schedule.
- If your roof is 15+ years old, plan the replacement on your own timeline, before your renewal forces it.
- Make sure your roofer builds to the current windstorm code and gets you the WPI-8.
- Ask your agent about discounts for impact-resistant (Class 4) shingles.
