When your water shut-off hasn’t been used for a while the handle may get stuck. You want it it to be easy to use in an emergency, so regularly turn your shut off handle back and forth at minimum twice a year to prevent it from becoming frozen/stuck. In addition to your toilet rocking, there are many warning signs that may indicate your fl**ge is broken:

•Visible leaks beneath the toilet

•Flooring surrounding the toilet feels softer

•Water spots appearing on the ceiling located directly below the toilet

With the toilet removed you can see that the fl**ge is sitting a little low. The optimum fl**ge height to aim for is 1/4inch above the finish floor. Best solution to fix this problem is adding a fl**ge extension extension ring which I did to help this customer problem. Now this will allow any type of wax ring to be used and still ensure a great seal for the toilet!
