On December 22, 2025 it was brought to the attention of the Arbor Hills development team that there was an apparent city sewer line leak or overflow just north of the neighborhood pond. Joplin city works was notified and responded to the scene within two hours to analyze and resolve the sewer line clog. The analysis determined that the most likely cause was the improper disposal of a combination of large quantities of cooking grease as well as paper products such as baby wipes—neither of which decompose rapidly. Thanks to the City’s quick response, there was no sewage back up
into any neighborhood homes.
However, it was further determined that some of the overflow material had formed a small pool midway between the sewer line origin and the pond. While it remains unclear if the sewage material reached the pond, there appeared to be several dead fish present in the pond.
The Missouri Department of Conservation was subsequently summoned to the scene to conduct an on-site pollution and fish kill investigation. The inspector toured the area to include the sewer manhole covers and on to the pond. Chemical testing of the pond
revealed no presence of pollution. However, because of limited rainfall in previous recent weeks, the water level was 2-3 feet below normal. This caused reduced oxygen levels in the water resulting in the fish kill. As the water level normalizes following new rainfall, more drought tolerant fish will be introduced into the pond.
Last year Arbor Hills celebrated the thirtieth year since its initial development. The City of Joplin was fully engaged in the design, installation, and final inspection of the Arbor Hills facilities to include the sewer, power, street, and drainage systems. While we are pleased that this matter appears to be well in hand, residents are reminded to take care to properly dispose of waste items, such as the afore mentioned grease and paper products, that could clog our sanitary sewer system. Please see the new release below concerning the next closure of 32nd St. to occur this Monday, 7/31. As I had mentioned in my update last week, the 7/31 closure will close 32nd St. from Iron Gates/Arbor Road to the west side of the Westberry entrance.

During this closure there will be no access to Arbor Road or Iron Gates from 32nd St., and residents of the Arbor Hills area will be required to utilize the southern exit onto Schifferdecker.

The City’s West 32nd Street widening project’s progress continues. Starting Monday, July 31, West 32nd Street will be closed from Iron Gates/Arbor Road to the west side of the Westberry neighborhood entrance. During this closure, there will be no access to Arbor Road or Iron Gates from 32nd St., and residents of the Arbor Hills area will be required to utilize the southern exit onto Schifferdecker.

Project work also has moved to the far west end of the project, and the section from Woodland Drive west to Joplin Fire Station #6 will be closed for several weeks for earthwork, curb & gutter, and asphalt paving will be done.

Recently, crews completed asphalt base course work recently completed 32nd Street from Crane Road west to near the west end of the project in the vicinity of Woodland Drive. This section opened to local traffic with temporary pavement markings, with drivers asked to use caution as sidewalk placement, final grading, and seeding will continue in this area. The final asphalt surface course and pavement markings will be placed later this fall, near the end of the project.

The project is anticipated to be completed by late fall, withstanding weather delays. Please watch for updates. The City appreciates the public’s patience and understanding as this roadway is made safer and more efficient for traffic flow in southwest Joplin. Funding for the project is from the Capital Improvement Sales Tax that was approved by voters in 2014.

The City’s 32nd Street widening project is progressing with the asphalt base course work recently completed along West 32nd Street, from Crane Road west to near the west end of the project in the vicinity of Woodland Drive. Upon completion of the paving, this section will be opened to local traffic with temporary pavement markings, tentatively set for Monday, July 24. Please use caution driving in this section because sidewalk placement, final grading, and seeding will continue in this area. The final asphalt surface course and pavement markings will be placed later this fall, near the end of the project.

Project work will move to the far west end of the project, and the section from Woodland Drive west to Joplin Fire Station #6 will be closed for several weeks for earthwork, curb & gutter, and asphalt paving will be done. Also, work will move to areas near Arbor Hills and Crane Road. Before road closures, City will notify key contacts in neighborhoods to help disburse information.

SUBJECT: Widening of West 32nd Street continues as closure shifts for third phase

With the installation of a new concrete culvert at 32nd Street and Crane drive completed, the 32nd Street widening project is now moving on to the next phase of construction. Starting Thursday, September 1 the road closure on 32nd St. will be extended from Crane Drive to the west side of Iron Gates Road / Arbor Road. This will include the closure of the intersection of Day Road and 32nd Street. This is the third closure of multiple closures occurring consecutively on different sections of 32nd Street. Detour routes are posted and access to local properties will be maintained at all times.

The contractor for the 32nd Street widening project is Emery Sapp & Sons, Inc. This improvement will widen 32nd Street, from Schifferdecker Avenue west to Central City Road. The design includes adding a center lane and constructing a sidewalk-shared use path. The $8 million project is funded through the 3/8 cent Capital Improvement Sales Tax approved by voters in 2014.

Please see the press release below about the opening of the east end of 32nd Street to traffic next week, along with closing the next portion of 32nd St. just east of Crane Drive for the replacement of the concrete box culvert.
In addition, the asphalt base course is scheduled to be placed from Westberry to Schifferdecker tomorrow, Saturday 8/20. The temporary pavement markings will be placed and the roadway will be cleanup up on Monday, and then opened to traffic on Tuesday. This will include opening the intersection of Sunset Drive & 32nd St. to traffic as well. Please be aware that although this section of roadway is being opened to traffic, it is not complete at this time and is still an active work zone. The sidewalk will be installed in the near future, and final grading, fence work, seeding, etc. will still occur in this area. Also, the final surface course of asphalt and permanent pavement markings are not being installed at this time to avoid multiple unnecessary joints in the final surface.

Weather permitting, starting Tuesday, August 23, the existing road closure of West 32nd Street between Westberry Square and Schifferdecker Avenue will be opened to traffic. The second closure of 32nd Street will begin at this time, closing the road just east of the 32nd St. and Crane Drive intersection, to allow for the construction of a new concrete culvert. This closure will be limited to an area between Crane Drive and Day Road. Detour routes will be posted and access to local properties will be maintained at all times. This is the second of multiple closures occurring consecutively on different sections of 32nd Street as this widening project between Schifferdecker Avenue and Central City Street progresses.

The newly opened section of 32nd Street from Westberry Square to Schifferdecker Avenue will only have the base asphalt layers placed at this time, with the final layer of surface asphalt to be placed later in the project. Temporary lane markings will be utilized for traffic, and work outside of the roadway will still be occurring with short term lane closures with the use of flagmen expected in this area.

The contractor for the 32nd Street widening project is Emery Sapp & Sons, Inc. This improvement will widen 32nd Street, from Schifferdecker Avenue west to Central City Road. The design includes adding a center lane and constructing a sidewalk-shared use path. Completion of this project is set for summer 2023. Tuesday, June 21, the north-bound right turn lane from Schifferdecker Avenue onto 32nd St. will be closed to allow work to occur in this area. The traffic signals at this intersection will be placed in the “flashing red” mode, requiring all traffic to stop at the intersection and move through it as a four-way stop. This traffic pattern will last for one day, with the traffic signal returned to normal operating mode by the end of the day. Work near the intersection will allow for the final connection of a new water main to the existing water main located under Schifferdecker Avenue.

Advanced warning signs will be in place along roadways, and modified traffic lanes will be delineated with channelizing cones. Traffic delays are expected, and drivers should consider using alternate routes during this time, if possible.

This work is being performed in conjunction with the 32nd St. Widening project, funded through the 3/8 cent Capital Improvement Sales Tax approved by voters in 2014.

Update –

Project work along West 32nd Street originally scheduled for the week of May 2, 2022 has been delayed due to weather. Please note that construction will begin Monday, May 9, and will impact traffic flow at 32nd St. and Schifferdecker Avenue. Details are below.

Mr. Goostree/Arbor Hills Residents,

Please see below for an update on the construction progress for the 32nd Street widening project. Also, I have attached a news release that went out yesterday concerning some waterline work near the intersection of 32nd & Schifferdecker that is scheduled to take place next week, WEATHER PERMITTING. As mentioned in the news release, traffic delays at the intersection are to be expected, and if possible, avoiding this area is recommended.

The majority of the new storm sewer installation has been completed within the limits of the current road closure.

Utility relocation work has been ongoing, both within the limits of the road closure and going west on the project, with Liberty Utilities and AT&T relocation work happening concurrently.

Installation of a new MOAM water main within the limits of the road closure is scheduled to commence next week. This water line will tie into an existing main located in the middle of the roadway on Schifferdecker, near the intersection of 32nd & Schifferdecker. While this connection is being made, additional signage and traffic cones will be used to shift the lanes of traffic going through this intersection. The traffic impacts on Schifferdecker are expected to take approximately one week, and is scheduled for the week of May 2nd. Please be aware of these changes, and we would recommend utilizing an alternate route during this time period if possible.

As mentioned previously, AT&T’s subcontractor has been installing new underground lines to relocate for the project. However, although the new lines are installed they still have to get a splicing crew in to splice all of the new cable to the existing services. Until the splicing work has been completed within the limits of the current road closure, grading operations for the new roadway cannot commence as the old lines are still active.

With grading operations within the closure held up at this time, Emery Sapp is making preparations to continue installing storm sewer pipe and structures to the west of the current closure, on the north side of the existing roadway. The storm sewer is located far enough off of the roadway that this work can be done while still keeping both lanes of the roadway open. However, please be mindful that the contractor will need to access this area from the existing roadway, and short term lane closures may be required.
