The Clinton High School Career and Technical Education Building was completed earlier this year and is one of the projects that best reflects what construction can accomplish beyond the jobsite.

Every classroom, lab, and training space inside this facility was built with a purpose. To give students opportunities. Opportunities to discover new interests, develop practical skills, explore future careers, and gain experience that can serve them for a lifetime.

We are proud of the work that went into this project, but even more proud of what it will help make possible for the students who walk through its doors.

At the May 28 Special Called Meeting, the Board of Education's own attorney acknowledged that GCE continued working despite months without payment and called that effort "a positive."

So why hasn't the Campbell County Board of Education made a payment?

"Put that on camera."

Those are the words of Campbell County Board of Education attorney Dail Cantrell as he praises GCE Construction for continuing work despite not being paid.

During the May 28 Special Called Meeting of the Campbell County Board of Education, Cantrell acknowledged that GCE has continued working on the Jacksboro Gym project despite months without payment and called that effort "a positive."

Meanwhile:

• No payment has been made since November 2025
• Four invoices remain unpaid
• Outstanding balance: $1,485,247.04
• GCE continues carrying project costs
• Students are still waiting on the completed facility

The question remains:

Why hasn't the Campbell County Board of Education made a payment when even its own attorney acknowledges that GCE has continued working despite months without payment?

Is this the leadership Campbell County deserves?

Last night, one thing became clear.

Everyone involved agreed that the Jacksboro project is substantially complete. Even the lowest estimate discussed at the meeting placed the project at approximately 85% complete.

Yet GCE has only been paid about 40% of the contract value.

For seven months, GCE has continued working to move this project forward for the students, staff, and community.

These aren't opinions. They're actions.

GCE continued working.

GCE continued moving the project toward completion.

Meanwhile, month after month, invoices remained unpaid despite broad agreement that substantially more work has been completed than has been paid for.

The question remains simple:
If the work has been done, why hasn't it been paid?

Most people can’t ignore their bills.

Campbell County BOE leadership chose to do just that.

While the balance continued climbing, GCE crews kept building for the students and community.

Then came this statement from BOE attorney Dail Cantrell:

“I don’t know of any reason for the BOE not to approve.”

The question remains:
If there was “no reason” not to approve payment… why wasn’t it paid?

Despite the work continuing for the community, Campbell County leadership continues treating a local business this way with little public explanation.

That statement came from the BOE attorney regarding payment at the Jacksboro Gym project.

So taxpayers deserve a simple question answered:

If there’s no reason not to pay…
why hasn’t it been paid?

Meanwhile:
• No payment has been made since November 2025. The outstanding balance is currently $1,485,247.04.
• The project is approximately 98% complete.
• GCE crews have continued showing up for the students and community despite months without payment

At what cost to the taxpayers?

The Tennessee Prompt Pay Act exists for a reason. Delayed payments can expose public agencies to additional financial liability, interest, and legal costs. In a school system already operating under a multimillion-dollar deficit, that should concern every taxpayer in Campbell County.

This project should never have become political theater.
