Neptune Township Sewer Department is staffed with skilled, licensed operators consisting of one Supervisor, one Foreman and six employees all of whom maintain the sanitary sewer collection system 24hrs a day. The department is responsible for 11 stations, which consist of 3 pump stations and 8 lift stations and maintain over four hundred miles of sanitary sewer mains. The department specializes in

high pressure cleaning of sewer pipes, CCTV inspections, utility mark outs, mechanical and electrical repairs of pumps and controls. The Neptune Sewer Department works to prevent future problems within the system by conducting an aggressive preventive maintenance program that includes but not limited to; manhole and wet well inspections and cleanings, pump and alarm testing as well as emergency generator maintenance and testing. The department currently utilizes (3) F-250 pick up trucks (2) F-550 utility trucks, one of which that has a mounted crane, (1) TV inspection unit, (1) jet/vac truck, and (1) bypass unit. Our utility team is conducting field measurements of existing sanitary sewer manholes to ensure proper sizing and fit of rain guards designed to reduce stormwater inflow into the sanitary sewer system.

Reducing inflow and infiltration (I&I) helps minimize unnecessary flows through the wastewater collection system, improve system capacity, and support the long-term reliability of our infrastructure.

These proactive field assessments are an important part of maintaining a safe, efficient, and resilient wastewater system for our community.

Sanitary Sewer Cleaning & CCTV Inspections Continue

NTSU continues its ongoing sanitary sewer cleaning and CCTV inspection program throughout the Township.

This preventive maintenance program plays an important role in maintaining the reliability, capacity and performance of the Township’s wastewater collection system. Cleaning removes grease, roots, sediment and other debris that can restrict flows and contribute to sewer backups or sanitary sewer overflows. CCTV inspections also allow crews to identify aging, damaged or deteriorating infrastructure, allowing necessary repairs to be planned before more significant problems develop.

Residents in areas where work is taking place may notice maintenance crews, vacuum trucks and specialized sewer equipment near manholes. Temporary lane closures or short-term traffic delays may also occur. This work will not cause interruptions to wastewater service.

During sewer cleaning operations, changes in air pressure within the collection system may occasionally cause:

Gurgling sounds from sinks or toilets

Temporary sewer odors

Water movement within plumbing fixtures

These conditions are generally temporary and are a normal result of sewer cleaning operations.

Work will continue throughout the Township over the next several years as crews systematically progress through the sanitary sewer collection system.

Residents are asked to follow all posted signs and detours, use caution around work zones, and give crews and equipment plenty of room to operate safely.

A special thank you to the Neptune Township Administration and Governing Body for their continued support and commitment to providing our Sewer Utility crews with the proper equipment to get the job done safely and efficiently.

Ford F-550 Super Duty equipped with a Titan Armour heavy-duty service body and Auto Crane. This versatile utility vehicle provides the Sewer Utility Division with a dedicated platform for transporting equipment, tools, and materials while safely handling heavy components in the field. The enclosed service body maximizes organized storage, while the Auto Crane provides the lifting capability needed for routine sewer collection-system maintenance, repairs, and emergency response.

Investing in the right equipment is an investment in our employees, our infrastructure, and ultimately the residents we serve.

It is with great sadness that we share the news that Neptune Township EMS Chief Bil Rosen collapsed and died in the line of duty this morning. He was 59. This is a major loss for all of us, and we’re still processing the shock. Bil was a friend, a family member, and held multiple significant roles throughout EMS in New Jersey. Bil touched countless lives through his work at Neptune EMS, the New Jersey EMS Task Force, Neptune OEM, as well as through his cooking, his teaching, and his family.

Bil was passionate about mental health and wellness and established a robust peer support system within Neptune Township EMS that has come to grow into something bigger than imagined. The hope for him was to create a program that nurtured and destigmatized the judgment around mental health in public safety. In addition to his role as EMS Chief for Neptune Township, he also held the positions of Deputy Emergency Management Coordinator for Neptune OEM, Training Module Manager for the NJ EMS Task Force and Deputy EMS Coordinator for Monmouth County, and was a long time dedicated member of Shark River Hills First Aid. He was a lifelong educator of public safety professionals, and instructed thousands of students both nationally and internationally.

He had a strong love of food, and, most of all, his family. You could feel the joy he had for watching his son Bash begin his journey in EMS. Most recently, they could be found standing together side by side at the FIFA world cup. In addition to that, he could be found at the sidelines of Bash’s soccer games cheering him on with pride. Notoriously known for his famous kayak and hunting trips with his close friends; he had a love for getting outdoors and always loved to share his tales with coworkers and friends alike.

We’ll share more details about services as soon as we have them. For now, please keep Bil’s wife Kristin, his son Sebastian, his loving family, and everyone whose lives he touched along the way in your thoughts. His dad jokes will be deeply missed, and the joy he brought to all of us will never be forgotten. The legacy he has left behind will be carried on for generations by all the lives that Bil touched.

Wipes may seem harmless, but they can create major problems for sewer systems and wastewater treatment facilities. Even wipes labeled “flushable” often don't break down like toilet paper. They can collect together, clog pipes, wrap around pumps and valves, and lead to expensive repairs and maintenance.
