Once upon a time New York City was the friendliest place to build in, as seen in the vibrant city we have created. But slowly the regulations stated piling up- zoning, rent control, landmarking and more. It has led to large number of aging underutilized buildings just sitting there, barely able to function. We try to undo the harmful effect of this through enormous efforts, keeping them from becoming a 'charge of the state' so to speak.
As Reagan famously said, "Government's view of the economy could be summed up in a few short phrases: If it moves, tax it. If it keeps moving, regulate it. And if it stops moving, subsidize it."
