During this time, he practiced in the Fairfield County, tri-state area and Washington, D.C./Baltimore metro area. Rains is an accomplished Landscape Architect who has extens

ive experience in local, state and federal regulatory permitting processes. He balances this with deep ties to his community. Rains received a Bachelors degree from Mississippi State University and while there, performed internships with firms in Memphis and Dallas. He served as the student representative to the faculty and as President of the campus chapter of ASLA. Following graduation some of Mr. Rains' initial clients included the Landscape Architect of the Capitol in Washington, D. Mary's Seminary and University in Baltimore, MD (an Olmstead Brother's site) and served as adjunct professor of landscape design at Montgomery College in Maryland. Prior to forming his practice, Mr. Rains was Director of the Commercial Division and an Associate at his prior firm, where he was responsible for the design and overall coordination of the firm's multi-family, corporate, institutional and historic projects. His role was often facilitated by his extensive experience with the municipal review and entitlement processes. Rains' projects have won numerous awards, which include being a two-time recipient of the Connecticut Chapter of the American Society of Landscape Architects (CTASLA), most prestigious award, "Jury's Award of Excellence".

Park Norwalk has been self-funded since 2002, managing 4,000+ spaces and Norwalk's first free indoor bike parking at SoNo Train Station!

🚗 Funding Local Needs: Approximately 60% of our revenue comes from out-of-town visitors, which frees up your tax dollars for essential services like education, public safety, and city infrastructure.

🚗 Supporting Small Business: Managed parking ensures quick customer turnover on active streets like Washington and Wall Street, making it easier for shoppers to find spots and supporting local entrepreneurs.

🚗 Hidden Costs: Proposals for widespread "free parking" sound attractive but would require the City to pay for parking operations from the General Budget, pulling funding directly from schools and emergency services. Cutting fees could burden taxpayers & hurt essential services like education & safety.

Obtaining Zoning approval for this monumental project is the first step in adding a new dimension to Norwalk's waterfront on the harbor. With just one residential unit per 2000 sf of site area, this low density mixed use project is just what South Norwalk needs. The vibrance it will bring to our waterfront will be a one of a kind experience. It is a great honor and privilege for my firm to be the Landscape Architects for this great endeavor.
