The Grand Champion Steer was showcased by Zoie Webb, a Martin County 4-H member. Mast Electric Inc., a Palm City , FL-based local electrical contractor, was the purchaser.

You don’t have to be a big company to know what you’re doing,
for the GC’s that don’t understand their own scope!

In Florida commercial real estate development, a "turnkey" electrical contract for an "inside wiring company" is a common source of high-cost disputes. For commercial properties, the complexity of FPL coordination increases significantly compared to residential projects.
Scope of "Turnkey" in Commercial Projects
In a commercial setting, "turnkey" typically refers to the installation and functionality of the electrical system within the building's footprint.

The "Inside Wiring" Limit: An inside wiring company’s turnkey price usually covers everything from the main distribution panel (MDP) inward.
Utility Interface: It often excludes the primary service connection from FPL’s transformer unless "off-site utilities" or "service lateral".
Expectation: The EC likely expects the General Contractor (GC) to provide the trenching and the Electrical Engineer to handle the heavy technical lifting with FPL’s Project Portal.
Commercial Easement Coordination
Commercial easements are more formal than residential ones and are often part of the platting process.


Preparation: The Electrical Engineer designs the easement based on FPL’s clearance requirements (e.g., 10'x10' for transformers, 20'x20' for switch cabinets).
Legal & Survey: The Owner must hire a licensed surveyor to create the "Exhibit A" legal description. FPL will only accept their unaltered standard Form 3722 for the easement.
Recording: The Owner is responsible for the notarization and recording fees in county public records before FPL begins construction.

Easement Engineer / Surveyor Owner signs/notarizes; EC ensures "red lines" match the final field routing.
Site Prep GC Clears trees and grades the easement to within 6 inches of final grade.
Final Power EC Secures the "City Cut-in" (municipal inspection) that triggers FPL to set the meter.
Critical "Gap" to Check
In commercial projects, there is often a gap between where FPL stops and the building begins. Check if your EC's "turnkey" price includes:
Primary Conduit: The heavy-duty PVC pipe from the FPL transformer to your building.
Trenching & Backfill: The labor and machinery to dig the path for that conduit.
CIAC Fees: The "Contribution in Aid of Construction" fees paid directly to FPL.


Pro-tip: In Florida, FPL will not energized a commercial site until they receive a formal Certificate of Occupancy (CO) or a specific Temporary Power release from the local building department.
