CANDIDATE SPOTLIGHT: Senator Elaine J. Morgan

Principle, Persistence, and Public Service

For more than a decade, Senator Elaine Morgan has been one of the most recognizable and principled voices in the Rhode Island Senate.

Representing District 34 (Exeter, Richmond, Hopkinton, Charlestown, West Greenwich) since 2015, Senator Morgan has built a reputation for independence, persistence, and a willingness to advocate for her constituents. In a legislature where Republicans are outnumbered, that consistency has made her one of Rhode Island's most influential Republican leaders.
Throughout her tenure, Senator Morgan has championed issues that matter to many Rhode Islanders, including fiscal responsibility, government transparency, public safety, veterans' affairs, parental rights, and educational opportunity.

Whether debating legislation on the Senate floor or meeting with constituents in her district, she has remained committed to the principles that first brought her to public office.

✔️PROTECTING THE VULNERABLE
One of Senator Morgan's most notable legislative accomplishments came when she sponsored legislation strengthening Rhode Island's laws against the s*x trafficking of minors.

Human trafficking is among the most horrific crimes, and Senator Morgan recognized the need for stronger protections for vulnerable children. Her efforts helped ensure that Rhode Island's laws more appropriately reflected the seriousness of these offenses and provided additional tools to combat those who exploit minors for profit.

While much of the public attention in politics is focused on high-profile partisan debates, legislation like this demonstrates the important role lawmakers can play in addressing real-world problems and protecting those most at risk.

✔️DELIVERING RESULTS FOR VETERANS AND SENIORS
Senator Morgan has long been a steadfast advocate for Rhode Island’s seniors. She has consistently sponsored legislation to eliminate the state income tax on Social Security benefits, championing meaningful relief to thousands of fixed-income seniors.

She is equally committed to supporting our veterans. One of her recent legislative successes was Senate Bill 3261, which created a $5,000 property tax exemption in the Town of Exeter for veterans who are totally disabled as a result of service-connected disabilities. The measure passed the Senate unanimously, reflecting broad bipartisan support for honoring the sacrifices made by those who have served our nation. The legislation provides meaningful tax relief to disabled veterans and serves as a reminder that public policy can make a tangible difference in people's lives.

✔️STANDING UP FOR EDUCATIONAL OPPORTUNITY
Senator Morgan has also remained an outspoken advocate for educational choice and parental involvement in education. Most recently, she criticized efforts to impose a moratorium on charter schools, arguing that Rhode Island families deserve more educational opportunities, not fewer. At a time when many parents are seeking alternatives that best meet the needs of their children, Senator Morgan has consistently supported policies that expand educational options rather than restrict them.
Her position reflects a broader belief that parents should play the primary role in decisions affecting their children's education and that students benefit when families have meaningful choices.

✔️ADVOCATING FOR GOOD GOVERNMENT
Throughout her time in office, Senator Morgan has consistently pushed for reforms designed to make government more accountable and transparent. She has been a strong voice for fiscal restraint, responsible budgeting, and constitutional reforms that would provide taxpayers with greater oversight of government spending. She has repeatedly raised concerns about policies that increase costs for working families and has sought the removal of unfunded mandates from cities and towns.

✔️A RECORD OF CONSISTENCY
In an era when many elected officials carefully calibrate their positions based on polling data and political trends, Senator Morgan has remained remarkably steady in her beliefs. Constituents know where she stands, colleagues know what she believes, and supporters know she will continue advocating for the issues that matter most to them. That commitment to representation, combined with her willingness to take on difficult issues and pursue practical solutions, has earned her the respect of supporters across District 34 and throughout Rhode Island.

If every reader donated even $10 to each of the Republican General Assembly candidates across the state, these hard-working candidates could properly fund their campaigns to reach voters and serve our communities. Thank you!

THE 2026 PROVIDENCE-NEWPORT FERRY SEASON
STARTS TOMORROW

The 2026 Providence-Newport Ferry is scheduled to start tomorrow, Friday, June 12 and run through Monday, October 12. Now in its 11th year, The Rhode Island Department of Transportation (RIDOT) operates the ferry seasonally, with four daily roundtrips seven days a week.

RIDOT began this popular ferry service back in 2016 to provide an alternative to automobile travel between Providence and Newport. To date, the ferry has carried 360,000 passengers.

“We are delighted to again offer this service to Rhode Islanders and visitors,” said Governor Dan McKee. “Passengers can get out on the water and enjoy the sights and sounds of our picturesque Narragansett Bay, while leaving their cars at home.”

The cost to ride the ferry remains $12 each way for adults, and $6 each way for children, seniors, persons with disabilities, and Medicare cardholders. The service will again feature weekend stops in Bristol, through Labor Day weekend. Special trips are also scheduled for the Bristol Fourth of July Parade.

Tickets are available online at www.RideTheBayRI.com, at 1-800-BOATRIDE, or directly at the ferry terminal at 25 Portugal Parkway in Providence. Bikes and pets are allowed aboard for no additional charge, with e-bikes requiring a reservation as space is limited. Free parking is available in the Providence terminal at 25 Portugal Parkway in Providence.

RIDOT Interim Director Robert Rocchio echoed Governor McKee by saying, “For those who choose the ferry, it’s a chance to travel to these coastal communities by boat rather than car, which offers viable and economical transportation alternatives to and from Providence, Newport and Bristol.”

Seastreak, the Ocean State ferry operator, is maintaining their agreement for joint ticketing that allows passengers planning to ride Amtrak trains to purchase rail and ferry tickets at the same time. RIDOT also has arranged for the return of free RIPTA shuttles to take passengers between the Providence ferry terminal and popular locations in the city, including the Providence train station, the Rhode Island Convention Center, and Kennedy Plaza.

The Rhode Island Department of Environmental Management’s (DEM) Senior Farmers Market Nutrition Program (SFMNP) will distribute nearly 7,000 benefit cards to eligible seniors to purchase fresh, RI Grown fruit and vegetables, as well as local honey. The SFMNP benefit cards preloaded with $50 will be distributed from more than fifty senior centers and locations throughout the state starting June 1, 2026, and are valid through November 30. Eligible seniors can apply to participate in the SFMNP through their local senior center or other applicable nutrition program, with sign-up locations listed on the SFMNP webpage at www.dem.ri.gov/sfmnp.

The SFMNP helps eligible seniors access fresh, locally grown food, supports Rhode Island farmers, and keeps food assistance dollars in the state. DEM works closely with the Rhode Island Office of Healthy Aging (OHA) to identify communities in need and ensure an equitable distribution across the state. Due to the end of American Rescue Plan Act (ARPA) funding, there will be no deliveries of produce boxes to homebound seniors this season. To provide RI SFMNP benefit access for homebound eligible participants, DEM encourages eligible homebound individuals to complete the application found on the SFMNP webpage and indicate a selected proxy. The proxy can take the completed application to a SFMNP Distribution Location to obtain a SFMNP benefit card and then shop for produce on the participant’s behalf.

SFMNP benefit cards will be distributed to sites statewide from June 1 to Sept. 30, or until funds run out. Participants can use the $50 benefit card at eligible farmers markets and farm stands. Throughout the season there will be additional RI SFMNP pop-up farmers markets hosted at various senior centers and housing sites across the state to increase participant’s access to program benefits. The RI SFMNP pop-up farmers markets allow eligible participants to both sign up for a SFMNP card and shop with participating local food producers. No smartphone is needed – each participant receives a physical card with a scannable QR code for purchase.

RI organizations that work with seniors and want to get involved can contact DEM’s Division of Agriculture and Forest Environment at [email protected]. DEM will offer training for senior site staff and participating producers. Organizations seeking to partner with the SFMNP to provide program benefits to eligible seniors that they serve can sign up here. Farmers and businesses interested in becoming an approved SFMNP direct seller or producer can sign up here.

Fewer than one-third of senior citizens in the United States eat the recommended portion of fruits and vegetables, which are vital to preventing and treating health problems. The US Department of Agriculture (USDA) Food and Nutrition Service has been running the SFMNP since 2001, with federal funding for the program provided by the Farm Bill.

The senators who represent Providence and inner city schools. are not fighting for their children. They are fighting for the unions. The black and brown low income communities deserve better representation than what they are getting from their elected officials.
