If you open up a breaker box and find a neutral looking similar to this, you can be prepared to find a lost neutral. Or a neutral about to be lost, and the cable needs to be replaced at the minimum. Most likely you will find the service cable going all the way up to the service head is damaged and will need to be replaced.
