I have been involved with radio control (R/C) model aircraft and a member of the Academy of Model Aeronautics (AMA) for nearly 40-years, have served as President of the Red Baron R/C Modelers (https://www.facebook.com/RedBaronRCModelers), a local R/C aviation club, for the past 14-years, and am an instructor for both organizations. Given my involvement and insight in the R/C hobby, in 2010 I began researching Unmanned Aircraft Systems (UAS) technology and the relating regulations - specifically as to how the emerging technology might be used within Public Safety – and made the first presentation on the potential of using “drones” to the City of Idaho Falls. Since a program was authorized in 2017, I have worked to build the City’s UAS program from scratch. Other roles or UAS involvement include;
- FAA Certified Remote Pilot with an sUAS rating,
- Certified instructor for Idaho Peace Officer Standards and Training (POST), focusing on Unmanned Aircraft Systems (UAS),
- TOP Operator Level-1 certified by the Association for Unmanned Vehicle Systems International (www.auvsi.org),
- UAS Technical Advisory Committee (TAC) for Idaho State University,
- A contact instructor for FEMA’s AWR-345 UAS in Disaster Management course, as administered by the National Disaster Preparedness Training Center (NDPTC) at the University of Hawaii (www.ndptc.hawaii.edu),
- Technical Advisor for DRONERESPONDERS (www.droneresponders.org),
- Contract instructor for DARTdrones (www.dartdrones.com),

"The Heart Mountain War Relocation Center, named after nearby Heart Mountain and located midway between the northwest Wyoming towns of Cody and Powell, was one of ten concentration camps used for the internment of Japanese Americans evicted during World War II from their local communities (including their homes, businesses, and college residencies) in the West Coast Exclusion Zone by the executive order of President Franklin Roosevelt (after the bombing of Pearl Harbor in December 1941."

"Formed in 1996, the Heart Mountain Wyoming Foundation is a 501(c)(3) non-profit organization. The Foundation works to preserve what remains of the World War II Japanese American confinement site in Park County, Wyoming, and to tell the stories of the more than 14,000 people unjustly incarcerated at the site.
In August of 2011, the Foundation opened the Heart Mountain Interpretive Center, a world-class museum dedicated to teaching this story to future generations."

The "camp" housed 14,000 people... making it Wyoming's 3rd largest city and larger than Cody's present-day population.
