This pipe here is a sleeve for the water line. It is installed before the concrete footings so that it is below frost depth. This allows the concrete to be poured and then the utilities to be ran after the fact.

In this situation we were on site using the cross lines on the laser to verify the overdigs to make sure concrete guys were good to go on starting to set forms.
