The West Virginia Housing Development Fund was created by the Legislature back in 1968 as the state's housing finance agency. Our mission is to increase the supply of housing for low- to moderate-income West Virginians by providing financing to housing developers. In short, we provide money or access to funds for developers and other eligible organizations to use to create housing throughout the state.
The Fund is not responsible for the construction or management of these properties. Any questions about properties, such as unit availability, amenities, parking, or rent, should be directed to the property manager. Their phone numbers usually can be found on the signs in front of the buildings, and many property managers are on-site throughout the day.

In addition to our multifamily rental side, we also help low- to moderate-income West Virginians achieve their dreams of homeownership through our mortgage programs. We service all of our loans right here in our Charleston office. Our customer service representatives are available during regular business hours 8:30 a.m. to 4:30 p.m. Monday through Friday to help customers with issues or questions. Customers may make their payments in-person at our office or by using the drop box in our parking lot, over the phone, by mail, or by enrolling in autopay on our website.
