What looks like cobwebs after a fire may actually be soot webs.

Soot is made up of very small particles created during incomplete combustion. During a fire, those particles travel with smoke through the structure. As air moves, cools, and changes direction, soot can begin collecting on surfaces, especially around ceilings, corners, vents, window frames, and other airflow paths.

The web-like appearance comes from soot particles clinging together and depositing along areas where temperature differences, surface texture, and air movement make residue more likely to collect.

This is one reason fire damage requires more than a surface-level look. Smoke and soot can move beyond the visible burn area and affect spaces that may not appear heavily damaged at first.
