The general approach to specifying the maximum current and electrodynamic withstand capability for equipment such as switchgear and circuit breaker is to use the maximum three-phase short circuit current.

This is not always the case. In special cases, the phase-to-neutral short circuit current may be higher than the three-phase short circuit and the equipment may go "kaboooom"...
