Slab waterproofing has failed. "Torch On" either wasn't installed properly or damaged during tiling. Moisture gets under the waterproofing layer and causes damage to the ceilings below. Unfortunately if this happens it becomes a costly exercise to repair.

Rising damp, where walls in direct contact with soils saturated by groundwater soak it up via capillary action. This common issue is usually caused by a damaged, inadequate, unpro­fes­si­onally-installed or even a non-existent damp proof course (DPC). Due to newer properties making use of cement mortars , older buildings suffer most from rising damp. Various types of DPC systems are available .

The builder could also be the main problem as cost saving and sort cuts are the main problem. Knowledge is key as any one can build ..... but can you deliver a quality product!
