It is the municipality’s confirmation that a building meets the applicable requirements for occupation.

Building-plan approval and an occupation certificate are different steps. One should not be mistaken for the other.

If your property’s records are incomplete, start by establishing what is in place.

The total cost includes more than the professional fee. Council submission fees, calculated in part by square metre, and possible relaxation fees for building-line encroachments must also be considered.

For a typical residential property with missing historical plans or unapproved alterations, an all-inclusive process can range from R30,000 to R80,000 to prepare, approve, and bring the property into compliance, including the occupation certificate.

Start with your title deed.

It confirms ownership, provides key property information, and identifies registered servitudes or restrictions that can affect what may be built on the site.

Your title deed is not simply another document in the file. It is the document that governs what can be done on your property. Providing it early helps your architect plan accurately from the beginning.

𝗗𝗼𝗲𝘀 𝗮 𝗯𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗽𝗹𝗮𝗻 𝗹𝗮𝗽𝘀𝗲?

Yes. Building work should begin, or the council should be notified of the start of construction, within 12 months of plan approval.

If this does not happen, the approved plan can be deemed to have lapsed. Some building control offices may consider an extension, but this should be confirmed directly with your local authority.

Approval is an important milestone. Keeping it valid is part of the responsibility too.

Yes. Any planned alteration or addition needs to be reflected in a building plan submitted to your local building control office for approval.

That includes more than large extensions. An internal wall, a changed bathroom layout, or a new pool can all require approval.

Small changes can have significant compliance implications. Get the plan approved first, then complete the process with the required occupation certificate.
